Narrative:

Normal takeoff from cvg runway 27 runway heading leveloff altitude 6000 ft. At approximately 5300 ft, TCASII audio goes 'traffic descend,' then immediately 'climb, climb' with guidance. I followed guidance and leveled at 7000 ft MSL. Aircraft causing conflict was at the center of TCASII and then TCASII audio went 'clear of conflict.' we notified controller of TCASII altitude deviation and asked where the conflict aircraft came from and if he was aware of the aircraft. He was just as surprised as we were. He didn't know who it was or where it came from. (Sounds like a TCA violation to me.) then the controller said he had the conflict aircraft at 7000 ft MSL, our altitude, now clear heading south. Neither the captain nor I saw the aircraft and we were doing exactly what the TCASII told us to do in regards to the RA guidance. This was way too close for comfort! Also unnerving was the initial audio 'descend' immediately followed by 'climb, climb.' there was never a yellow TA -- just right to red with aircraft center screen. The remainder of flight was normal.

Title: DURING CLBOUT FROM CVG, A B757 CREW RECEIVED A TCASII ALERT FOR TFC THAT APPARENTLY WAS NOT NOTICED BY THE RADAR DEP CTLR.

Narrative: NORMAL TKOF FROM CVG RWY 27 RWY HDG LEVELOFF ALT 6000 FT. AT APPROX 5300 FT, TCASII AUDIO GOES 'TFC DSND,' THEN IMMEDIATELY 'CLB, CLB' WITH GUIDANCE. I FOLLOWED GUIDANCE AND LEVELED AT 7000 FT MSL. ACFT CAUSING CONFLICT WAS AT THE CTR OF TCASII AND THEN TCASII AUDIO WENT 'CLR OF CONFLICT.' WE NOTIFIED CTLR OF TCASII ALTDEV AND ASKED WHERE THE CONFLICT ACFT CAME FROM AND IF HE WAS AWARE OF THE ACFT. HE WAS JUST AS SURPRISED AS WE WERE. HE DIDN'T KNOW WHO IT WAS OR WHERE IT CAME FROM. (SOUNDS LIKE A TCA VIOLATION TO ME.) THEN THE CTLR SAID HE HAD THE CONFLICT ACFT AT 7000 FT MSL, OUR ALT, NOW CLR HDG S. NEITHER THE CAPT NOR I SAW THE ACFT AND WE WERE DOING EXACTLY WHAT THE TCASII TOLD US TO DO IN REGARDS TO THE RA GUIDANCE. THIS WAS WAY TOO CLOSE FOR COMFORT! ALSO UNNERVING WAS THE INITIAL AUDIO 'DSND' IMMEDIATELY FOLLOWED BY 'CLB, CLB.' THERE WAS NEVER A YELLOW TA -- JUST RIGHT TO RED WITH ACFT CTR SCREEN. THE REMAINDER OF FLT WAS NORMAL.
