Narrative:
Taxiing to runway 22L approaching taxiway D on taxiway B about 400 ft west of taxiway M5, an MD80 was stationary on taxiway M5 facing north. We were taxiing about 20-23 KTS as indicated on the ADI. In a maneuver that surprised and scared me, the MD80 started moving aggressively into the intersection of taxiway M5 and taxiway D, to cut us off. It was clear to me that this aircraft had to see us. I applied heavy brake pressure to avoid a collision with MD80. Later, the flight attendants remarked about the deceleration and asked what had happened. I brought this to the attention of the tower and later contacted them via telephone. I was told by a tower supervisor that it was the tower's fault and that they would take corrective action. However, I feel that MD80 was acting aggressively and dangerously by going from a complete stop to an acceleration to cut in front of us. To me, it falls into the category of 'if someone tells you to jump off a cliff, will you?' in fact, I don't think the tower told MD80 to cut in front of us -- I don't think they told them anything and MD80 just decided to play the 'cutoff aircraft X game.' apparently, this is a common problem at ord, as I hear from anecdotal stories. Someone should take corrective action with the air carrier Y pilots before a disaster occurs.

Title: B767 FLC FORCED TO AGGRESSIVELY BRAKE TO AVOID COLLISION WITH ANOTHER ACFT WHILE TAXIING.
Narrative: TAXIING TO RWY 22L APCHING TXWY D ON TXWY B ABOUT 400 FT W OF TXWY M5, AN MD80 WAS STATIONARY ON TXWY M5 FACING N. WE WERE TAXIING ABOUT 20-23 KTS AS INDICATED ON THE ADI.
