Narrative:
Anc routinely operates ground and tower on a single frequency at night with 1 controller. It is unacceptable and unsafe to have 1 controller working ground and tower at an int'l airport at night that is known to have significant periods of adverse WX. Frequency congestion is common creating schedule delays and potential safety conflicts. One person can not and should not be responsible for all ground and tower traffic at an int'l airport. It is only a matter of time before a serious incident occurs.

Title: B734 FO CONCERNED WITH THE APPEARANCE OF 'ONE CTLR OP' AT ANC DURING THE MIDSHIFT, APPARENTLY CAUSING FREQ CONGESTION.
Narrative: ANC ROUTINELY OPERATES GND AND TWR ON A SINGLE FREQ AT NIGHT WITH 1 CTLR. IT IS UNACCEPTABLE AND UNSAFE TO HAVE 1 CTLR WORKING GND AND TWR AT AN INT'L ARPT AT NIGHT THAT IS KNOWN TO HAVE SIGNIFICANT PERIODS OF ADVERSE WX. FREQ CONGESTION IS COMMON CREATING SCHEDULE DELAYS AND POTENTIAL SAFETY CONFLICTS. ONE PERSON CAN NOT AND SHOULD NOT BE RESPONSIBLE FOR ALL GND AND TWR TFC AT AN INT'L ARPT.
