Narrative:
Running late, I had done a preflight, started up, and gotten taxi clearance. There were no other aircraft moving on the airport or in the pattern. I finished my run-up at the hold short line on taxiway B, facing runway 24. The controller evidently said 'expect intersection departure runway 24, wind 250 degrees at 12 KTS.' what I heard him say was 'position and hold intersection departure runway 24, wind 250 degrees at 12 KTS.' I began to taxi out onto the runway when the controller yelled that he had not yet given me clearance to taxi onto the active runway. I immediately taxied back behind the hold short line. The controller immediately gave me permission to taxi out and take off. I must have let my expectations, and the fact that I was in a hurry, color my perceptions.

Title: A C182RG PLT MISUNDERSTOOD TEB TWR AND TAXIED ONTO THE RWY WITHOUT PERMISSION, CAUSING ANOTHER ACFT TO ABORT ITS TKOF ROLL ON AN INTERSECTING RWY.
Narrative: RUNNING LATE, I HAD DONE A PREFLT, STARTED UP, AND GOTTEN TAXI CLRNC. THERE WERE NO OTHER ACFT MOVING ON THE ARPT OR IN THE PATTERN. I FINISHED MY RUN-UP AT THE HOLD SHORT LINE ON TXWY B, FACING RWY 24. THE CTLR EVIDENTLY SAID 'EXPECT INTXN DEP RWY 24, WIND 250 DEGS AT 12 KTS.' WHAT I HEARD HIM SAY WAS 'POS AND HOLD INTXN DEP RWY 24, WIND 250 DEGS AT 12 KTS.' I BEGAN TO TAXI OUT ONTO THE RWY WHEN THE CTLR YELLED THAT HE HAD NOT YET GIVEN ME CLRNC TO TAXI ONTO THE ACTIVE RWY. I IMMEDIATELY TAXIED BACK BEHIND THE HOLD SHORT LINE. THE CTLR IMMEDIATELY GAVE ME PERMISSION TO TAXI OUT AND TAKE OFF. I MUST HAVE LET MY EXPECTATIONS, AND THE FACT THAT I WAS IN A HURRY, COLOR MY PERCEPTIONS.
