Narrative:
I was on the ground at hou, at FBO which is across from the ramp to runway 35. I called clearance delivery and got a departure clearance which ended with readback correct, contact ground on 121.9. I called ground, and he asked me, speaking very fast (traffic was heavy) if I was ready to go now or did I need to do a run-up. I was sitting almost at the hold line. I told ground I was ready to go and he said ok (still speaking very fast) monitor tower on 118.7. I misunderstood him to mean he wanted me to go now like there was no time to wait. After I've had time to think it over I realize that didn't constitute a clearance to takeoff. As a consequence I had to take evasive action to avoid a student departing on an intersecting runway. I was expecting ground to say contact tower on 118.7, instead he said monitor tower on 118.7 and at a lot of twred airports ground and tower are the same and they use both frequencys for ground and tower.

Title: NMAC. RPTR PLT TOOK OFF WITHOUT CLRNC AND CONFLICTED WITH ANOTHER ACFT TAKING OFF ON AN INTERSECTING RWY. RPTR MISUNDERSTOOD CLRNC TO MONITOR TWR AS CLRNC FOR TKOF.
Narrative: I WAS ON THE GND AT HOU, AT FBO WHICH IS ACROSS FROM THE RAMP TO RWY 35. I CALLED CLRNC DELIVERY AND GOT A DEP CLRNC WHICH ENDED WITH READBACK CORRECT, CONTACT GND ON 121.9. I CALLED GND, AND HE ASKED ME, SPEAKING VERY FAST (TFC WAS HVY) IF I WAS READY TO GO NOW OR DID I NEED TO DO A RUN-UP. I WAS SITTING ALMOST AT THE HOLD LINE. I TOLD GND I WAS READY TO GO AND HE SAID OK (STILL SPEAKING VERY FAST) MONITOR TWR ON 118.7. I MISUNDERSTOOD HIM TO MEAN HE WANTED ME TO GO NOW LIKE THERE WAS NO TIME TO WAIT. AFTER I'VE HAD TIME TO THINK IT OVER I REALIZE THAT DIDN'T CONSTITUTE A CLRNC TO TKOF. AS A CONSEQUENCE I HAD TO TAKE EVASIVE ACTION TO AVOID A STUDENT DEPARTING ON AN INTERSECTING RWY. I WAS EXPECTING GND TO SAY CONTACT TWR ON 118.7, INSTEAD HE SAID MONITOR TWR ON 118.7 AND AT A LOT OF TWRED ARPTS GND AND TWR ARE THE SAME AND THEY USE BOTH FREQS FOR GND AND TWR.
