Narrative:
PA28 was inbound to pns, VFR, for a downwind entry to runway 35. The aircraft's mode C was inoperative. The aircraft was in an automated handoff to pns tower. Local controller did not accept the handoff and when he asked the radar controller for the aircraft's altitude, the radar controller said he didn't know. The aircraft then entered tower delegated airspace without a handoff.

Title: PNS ATCT LCL CTLR REFUSED TO ACCEPT A PA28 ON AN AUTOMATED HDOF FROM APCH CTL WHEN APCHING THE ARPT VFR.
Narrative: PA28 WAS INBOUND TO PNS, VFR, FOR A DOWNWIND ENTRY TO RWY 35. THE ACFT'S MODE C WAS INOP. THE ACFT WAS IN AN AUTOMATED HDOF TO PNS TWR. LCL CTLR DID NOT ACCEPT THE HDOF AND WHEN HE ASKED THE RADAR CTLR FOR THE ACFT'S ALT, THE RADAR CTLR SAID HE DIDN'T KNOW. THE ACFT THEN ENTERED TWR DELEGATED AIRSPACE WITHOUT A HDOF.
