Narrative:

The company is pushing its B767 and A330 qualified mechanics to the limit. We don't have enough qualified B767/A330 mechanics in ZZZ, so they are pushing us to our limit and theirs. Aircraft X (an air carrier X B767-200ER aircraft) came to our hangar on afternoon shift on feb/sun/03. They (the mechanics on second shift) were working an MEL on the left engine fire loop #1 detection system. They entered 2 maintenance logbook write-ups in the logbook and went home. By XA30 feb/mon/03 it was time to wrap it up. I didn't have any more time on shift to continue to look up limits on the tube damage, so as per air carrier X maintenance policies and procedures, if in doubt about a problem or write-up on an aircraft you are to call maintenance control foreman in ZZZ1 to get the answers. So I called maintenance control twice and both times I got 2 different maintenance control foremen. I asked them about the damaged 2 tubes on the left engine turbine tip clearance system, and maintenance controller X and maintenance controller Y (maintenance foremen) both said all I had to do was sign off logbook write-up with programming the tubes to be replaced next available ron (remain overnight) maintenance station. No engineering authority/authorized was needed. When I got in to work that evening (feb/fri/03), some mechanic came up to me and said the tubes should have been replaced before further flight. Now I'm not sure if the aircraft was legal or not. Anyhow, the same aircraft was in the hangar at XS00 on feb/fri/03 getting the tubes replaced. I believe it made 1 flight only. I talked to my maintenance foreman and he said I was ok and legal.

THEY ENTERED 2 MAINT LOGBOOK WRITE-UPS IN THE LOGBOOK AND WENT HOME. BY XA30 FEB/MON/03 IT WAS TIME TO WRAP IT UP. I DIDN'T HAVE ANY MORE TIME ON SHIFT TO CONTINUE TO LOOK UP LIMITS ON THE TUBE DAMAGE, SO AS PER ACR X MAINT POLICIES AND PROCS, IF IN DOUBT ABOUT A PROB OR WRITE-UP ON AN ACFT YOU ARE TO CALL MAINT CTL FOREMAN IN ZZZ1 TO GET THE ANSWERS. SO I CALLED MAINT CTL TWICE AND BOTH TIMES I GOT 2 DIFFERENT MAINT CTL FOREMEN. I ASKED THEM ABOUT THE DAMAGED 2 TUBES ON THE L ENG TURBINE TIP CLRNC SYS, AND MAINT CTLR X AND MAINT CTLR Y (MAINT FOREMEN) BOTH SAID ALL I HAD TO DO WAS SIGN OFF LOGBOOK WRITE-UP WITH PROGRAMMING THE TUBES TO BE REPLACED NEXT AVAILABLE RON (REMAIN OVERNIGHT) MAINT STATION. NO ENGINEERING AUTH WAS NEEDED. WHEN I GOT IN TO WORK THAT EVENING (FEB/FRI/03), SOME MECH CAME UP TO ME AND SAID THE TUBES SHOULD HAVE BEEN REPLACED BEFORE FURTHER FLT. NOW I'M NOT SURE IF THE ACFT WAS LEGAL OR NOT. ANYHOW, THE SAME ACFT WAS IN THE HANGAR AT XS00 ON FEB/FRI/03 GETTING THE TUBES REPLACED. I BELIEVE IT MADE 1 FLT ONLY. I TALKED TO MY MAINT FOREMAN AND HE SAID I WAS OK AND LEGAL.
