Narrative:
Received current ATIS information for sbn. Visibility was stated to be 2.5 NM with approachs to runway 27L. The ILS runway 27L was OTS, therefore, the NDB approach was being utilized. Prior to the IAF, approach advised us of a special WX with visibility at 1 mi. We continued the approach unaware of the 1.5 mi visibility requirement for category D aircraft. Flight visibility appeared to be greater than 5 mi. While deplaning, we became aware of the visibility requirements, hence, prompting NASA notification.

Title: CL65 ARR AT SBN LANDED BELOW MINIMUMS.
Narrative: RECEIVED CURRENT ATIS INFO FOR SBN. VISIBILITY WAS STATED TO BE 2.5 NM WITH APCHS TO RWY 27L. THE ILS RWY 27L WAS OTS, THEREFORE, THE NDB APCH WAS BEING UTILIZED. PRIOR TO THE IAF, APCH ADVISED US OF A SPECIAL WX WITH VISIBILITY AT 1 MI. WE CONTINUED THE APCH UNAWARE OF THE 1.5 MI VISIBILITY REQUIREMENT FOR CATEGORY D ACFT.
