Narrative:
Tower cleared us to land at the marker on runway 16R. Proceeding aircraft reported a blown tire and at 600 ft AGL, tower said to be ready for a go around. We rogered her advisory and said we would be ready for the go around. We heard the aircraft ahead call 'clear of the runway (runway 16R).' at 300 ft AGL, we called tower to verify that we were still cleared to land on runway 16R. No response. The runway was clear. We landed, missed the big pieces of rubber while staying at reverse thrust, idle, and reported the FOD to tower and reported clear of the runway on taxiway north. Tower asked why we didn't go around and we said we never got transmission to go around. Taxi to gate was normal. Mechanic found sound some rubber on our tires and in #1 engine intake at the gate.

Title: A320 LANDS SEAT AFTER TWR CONTENDS THEY ISSUED A GAR.
Narrative: TWR CLRED US TO LAND AT THE MARKER ON RWY 16R. PROCEEDING ACFT RPTED A BLOWN TIRE AND AT 600 FT AGL, TWR SAID TO BE READY FOR A GAR. WE ROGERED HER ADVISORY AND SAID WE WOULD BE READY FOR THE GAR. WE HEARD THE ACFT AHEAD CALL 'CLR OF THE RWY (RWY 16R).'
