Narrative:
Aircraft had just completed installation #1 engine. Runup was required to adjust and test engine installation. Attempted runup at maintenance hangar, but ran out of time due to noise abatement curfew. After discussion with management, it was determined that manager would contact department of airports for permission to perform runup and adjust on runway. Operations granted permission to accomplish task. After taxiing onto runway 25R, once receiving clearance from tower, we informed the ATC that a ground support vehicle would be going with us. We were told to standby. At the same time, we lost communication with our support vehicle via 2-WAY radio. The ground support vehicle entered, and ATC then advised me that the vehicle could not enter . I visually communicated to the ground crew to leave the runway. I then, along with second mechanic, taxied the aircraft off the runway and back to hangar. After discussion with manager, myself, and department of airport's personnel, we determined that operations was not fully aware that in order to accomplish task, we would need to have a ground crew.
