Narrative:
We were cleared for the DME VOR-a approach into teb. On the approach to teb, we did not make clifo intersection at 2000 ft. We were distraction in setting the ILS frequency up for ILS runway 19. We should have had it set up before the approach started. The captain was not accustomed to the airport.
