Narrative:
After completing airwork to the east of fdk airport, the student and I proceeded to fdk VOR. Our plan was to go from the fdk VOR to hagerstown airport to practice approachs. Both the government and commercial chart approach plates show the fdk 340 degree radial passing outside prohibited airspace P40 and intersecting the hgr localizer at nolin intersection. The student and I tracked the fdk 340 degree radial to nolin and upon contacting hagerstown tower, was advised by them that ZDC requested we call them for violating P40. Needless to say, we were quite surprised since the student kept the course deviation indicator centered and based upon the approach plates which we were using to navigation from fdk VOR the hgr localizer, we should have remained clear of P40. A check of the last VOR accuracy check showed that there was zero error on the VOR airborne equipment. When we later called ZDC, they mentioned violations of P40 are a common occurrence. Perhaps one reason is the misleading approach plates. Recommend FAA review the government and commercial chart approach plates and encourage government and commercial chart company to change their format to more accurately reflect the true situation, ie, that the pdk 340 degree radial will take you through P40.
