Narrative:
Was taxiing my J-3 cub in high wind conditions, 22 KTS, gusting to 28 KTS. Requested and was given an intersection takeoff. When proceeding on taxiway H, was requesting a progressive to see if I was crossing taxiway a when tower broadcasted that some aircraft was calling tower on ground frequency. I then stopped and was informed to exit active runway. At this time, was informed to call tower when I reached my destination. I was calling ground on ground frequency, that was being manned at the time by 1 controller for both frequencys.
