Narrative:
The owner (mrs X) wanted to argue about required repairs needed for her electrical system. The aircraft was grounded at another FBO, but she flew aircraft home anyway with the help of a CFI. To my knowledge, the aircraft has not been flown since. When annual came due, I requested she take aircraft elsewhere. I explained I didn't have time to assist her. She continued to badger me (crying and all). I explained I would try to help, but not to get into a hurry. She was ok with that till she decided to sell the aircraft. Then she wanted everything as soon as possible. Again, I requested she take it elsewhere. She would not. I then proceeded to troubleshoot her electrical system. Her generator was only putting out 7.2 volts, ammeter was intermittent, plus no data plate/tag on generator. She claimed I was trying to steal from her and she could not afford the repairs. At that time, I terminated the inspection and repairs. I gave her a list of needed repairs and required maintenance needed that I had got involved with. Far 91.3(a), far 91.403(a) both state the owner or operator is primarily responsible for maintaining the aircraft in an airworthy condition. Mrs X is not in compliance, also with far 91.405 and 91.407.

Title: A TECHNICIAN WITH INSPECTOR AUTH RPTS THE OWNER OF A PIPER PA28 WILL NOT COMPLY OR TAKE RESPONSIBILITY FOR THE AIRWORTHINESS CONDITION OF THE ACFT DURING ANNUAL INSPECTION.
Narrative: THE OWNER (MRS X) WANTED TO ARGUE ABOUT REQUIRED REPAIRS NEEDED FOR HER ELECTRICAL SYS. THE ACFT WAS GNDED AT ANOTHER FBO, BUT SHE FLEW ACFT HOME ANYWAY WITH THE HELP OF A CFI. TO MY KNOWLEDGE, THE ACFT HAS NOT BEEN FLOWN SINCE. WHEN ANNUAL CAME DUE, I REQUESTED SHE TAKE ACFT ELSEWHERE. I EXPLAINED I DIDN'T HAVE TIME TO ASSIST HER. SHE CONTINUED TO BADGER ME (CRYING AND ALL). I EXPLAINED I WOULD TRY TO HELP, BUT NOT TO GET INTO A HURRY. SHE WAS OK WITH THAT TILL SHE DECIDED TO SELL THE ACFT. THEN SHE WANTED EVERYTHING ASAP.
