Aircraft Y was climbing to FL250. Air carrier X was descending to FL240. Aircraft Y climbed from FL237 to FL247 in 31 seconds, then took another 31 seconds to climb to FL248 (100 ft). A 40 degree left turn had been issued to aircraft Y for the traffic.

Title: CLBING DSNDING OPERROR AT ZOB ARTCC.
Narrative: ACFT Y WAS CLBING TO FL250. ACR X WAS DSNDING TO FL240. ACFT Y CLBED FROM FL237 TO FL247 IN 31 SECONDS, THEN TOOK ANOTHER 31 SECONDS TO CLB TO FL248 (100 FT). A 40 DEG L TURN HAD BEEN ISSUED TO ACFT Y FOR THE TFC.
