Narrative:
Heavy snow reported all day in washington, dc, area. Checked company dispatch, tpa/srq FSS and dulles FSS, and iad control tower to get actual runway conditions. All reports from 3 hours prior were 1 inch packed snow and braking action reported fair. Upon landing on runway 1R at iad, directional control was almost immediately lost. Captain was able to semi-regain control twice, but traction had been lost and we slid off left side of runway into deep (2+ inches) snow bank. All aboard were ok and aircraft suffered limited damage. Upon on-site investigation, we discovered between 2-6 inches of soft standing snow on top of the 1 inch packed that had been reported on runway. We would not have landed had we known this and were prepared to hold up to 3 hours or divert if necessary if they could not or would not clear runway. ATC gave us runway conditions as 1 inch packed and braking action fair 5-10 mins prior to landing. In the 5 hours prior to our landing, 4 GA aircraft had landed on that runway and had directional control problems. Three incurred damage as a result. This information was available to dulles ATC when we checked WX and was not provided to NWS.
Original NASA ASRS Text
Title: C560 FLT CREW LOSE CTL OF ACFT WHILE EXITING IAD RWY 1R DUE TO RWY SURFACE CONDITIONS CAUSED BY SNOW AND ICE. CAPT BELIEVES ATC SHOULD HAVE KNOWN OF CONDITION AND INFORMED FLT CREW'S.
Narrative: HVY SNOW RPTED ALL DAY IN WASHINGTON, DC, AREA. CHKED COMPANY DISPATCH, TPA/SRQ FSS AND DULLES FSS, AND IAD CTL TWR TO GET ACTUAL RWY CONDITIONS. ALL RPTS FROM 3 HRS PRIOR WERE 1 INCH PACKED SNOW AND BRAKING ACTION RPTED FAIR. UPON LNDG ON RWY 1R AT IAD, DIRECTIONAL CTL WAS ALMOST IMMEDIATELY LOST. CAPT WAS ABLE TO SEMI-REGAIN CTL TWICE, BUT TRACTION HAD BEEN LOST AND WE SLID OFF L SIDE OF RWY INTO DEEP (2+ INCHES) SNOW BANK. ALL ABOARD WERE OK AND ACFT SUFFERED LIMITED DAMAGE. UPON ON-SITE INVESTIGATION, WE DISCOVERED BTWN 2-6 INCHES OF SOFT STANDING SNOW ON TOP OF THE 1 INCH PACKED THAT HAD BEEN RPTED ON RWY. WE WOULD NOT HAVE LANDED HAD WE KNOWN THIS AND WERE PREPARED TO HOLD UP TO 3 HRS OR DIVERT IF NECESSARY IF THEY COULD NOT OR WOULD NOT CLR RWY. ATC GAVE US RWY CONDITIONS AS 1 INCH PACKED AND BRAKING ACTION FAIR 5-10 MINS PRIOR TO LNDG. IN THE 5 HRS PRIOR TO OUR LNDG, 4 GA ACFT HAD LANDED ON THAT RWY AND HAD DIRECTIONAL CTL PROBS. THREE INCURRED DAMAGE AS A RESULT. THIS INFO WAS AVAILABLE TO DULLES ATC WHEN WE CHKED WX AND WAS NOT PROVIDED TO NWS.
