Narrative:
I was making a practice approach to runway 5 (ILS) at lal. I was under control of tpa approach on 119.9. ATC was busy at the time and I believe there were 5 aircraft on approachs into lakeland at that time. I was cleared for final approach, but not handed off to the tower. As I reached FAF, I still was not handed off and continued my approach and stayed on 119.9. Upon reaching my MDA, my safety pilot observed an aircraft departing runway 9. I was about to take a turn to the right to avoid any possibility of a collision when the other aircraft turned out to the left. I continued my missed approach and reported such to ATC on 119.9. I was cleared to brooksville per previous plan. I was reported by lakeland tower for not communicating with them. The problem was, I was never handed off by ATC.

Title: AFTER TPA APCH CLRNC OF LAL ILS RWY 5, PA32 PLT FLIES TO ARPT, EXECUTES A MISSED APCH WITH DEPARTING C152, LAYING THE BLAME ON TPA FOR NOT CHANGING FREQ TO TWR.
Narrative: I WAS MAKING A PRACTICE APCH TO RWY 5 (ILS) AT LAL. I WAS UNDER CTL OF TPA APCH ON 119.9. ATC WAS BUSY AT THE TIME AND I BELIEVE THERE WERE 5 ACFT ON APCHS INTO LAKELAND AT THAT TIME. I WAS CLRED FOR FINAL APCH, BUT NOT HANDED OFF TO THE TWR. AS I REACHED FAF, I STILL WAS NOT HANDED OFF AND CONTINUED MY APCH AND STAYED ON 119.9. UPON REACHING MY MDA, MY SAFETY PLT OBSERVED AN ACFT DEPARTING RWY 9. I WAS ABOUT TO TAKE A TURN TO THE R TO AVOID ANY POSSIBILITY OF A COLLISION WHEN THE OTHER ACFT TURNED OUT TO THE L. I CONTINUED MY MISSED APCH AND RPTED SUCH TO ATC ON 119.9. I WAS CLRED TO BROOKSVILLE PER PREVIOUS PLAN. I WAS RPTED BY LAKELAND TWR FOR NOT COMMUNICATING WITH THEM. THE PROB WAS, I WAS NEVER HANDED OFF BY ATC.
