Narrative:
On feb/fri/03, I was notified that a panel on the horizontal stub of aircraft was missing (reported on feb/fri/03). I was also told that my employee number was recorded on documents for installation of this panel on a quarter D check in november of 2002. To my recollection, this panel was installed properly per the maintenance manual, and brought back by quality control. On many occasions, 2 or more mechanics work together on closing up the aircraft. I remember working with other mechanics on this close up, and we signed off paperwork together. Panels were checked for security, and all were secure at date of signoff.

Title: A B737-300 EXTERIOR STABILIZER PANEL WAS FOUND MISSING ON FEB/2003. TECHNICIAN INSTALLED PANEL NOVEMBER 2002. SEVERAL HVY CHKS WERE ACCOMPLISHED IN THIS TIME PERIOD.
Narrative: ON FEB/FRI/03, I WAS NOTIFIED THAT A PANEL ON THE HORIZ STUB OF ACFT WAS MISSING (RPTED ON FEB/FRI/03). I WAS ALSO TOLD THAT MY EMPLOYEE NUMBER WAS RECORDED ON DOCUMENTS FOR INSTALLATION OF THIS PANEL ON A QUARTER D CHK IN NOVEMBER OF 2002. TO MY RECOLLECTION, THIS PANEL WAS INSTALLED PROPERLY PER THE MAINT MANUAL, AND BROUGHT BACK BY QUALITY CTL. ON MANY OCCASIONS, 2 OR MORE MECHS WORK TOGETHER ON CLOSING UP THE ACFT. I REMEMBER WORKING WITH OTHER MECHS ON THIS CLOSE UP, AND WE SIGNED OFF PAPERWORK TOGETHER. PANELS WERE CHKED FOR SECURITY, AND ALL WERE SECURE AT DATE OF SIGNOFF.
