Narrative:
Had pack #2 deferred. On climb out, first officer checked pressurization, in accordance with climb checklist and normal pressurization. After leveloff at FL190, we noted cabin pressure in amber range and climbing. First officer applied AOM1 procedures without initial success at stemming the rate of climb. I then requested lower form ATC due to cabin pressure problem. Controller asked if I was declaring an emergency and I replied in the affirmative. After commencing descent, the cabin altitude began descending. I then reported to ATC that we were pressurizing and they asked if I was canceling the emergency. I replied in the affirmative and accepted a leveloff at 16000 ft. After leveling off, I noted that the cabin stopped pressurizing and again requested descent. Once descent resumed, we again began pressurizing. We leveled off at 10000 ft with cabin pressure in the green. Differential pressure never got above 1.5 psi with manual pressurization in the full down position. We continued to a normal approach and landing at dayton.

Title: EMJ FLT CREW HAS PRESSURIZATION MALFUNCTION AND DECLARES AN EMER.
Narrative: HAD PACK #2 DEFERRED. ON CLBOUT, FO CHKED PRESSURIZATION, IN ACCORDANCE WITH CLB CHKLIST AND NORMAL PRESSURIZATION. AFTER LEVELOFF AT FL190, WE NOTED CABIN PRESSURE IN AMBER RANGE AND CLBING. FO APPLIED AOM1 PROCS WITHOUT INITIAL SUCCESS AT STEMMING THE RATE OF CLB. I THEN RPTED TO ATC THAT WE WERE PRESSURIZING AND THEY ASKED IF I WAS CANCELING THE EMER. I REPLIED IN THE AFFIRMATIVE AND ACCEPTED A LEVELOFF AT 16000 FT. AFTER LEVELING OFF, I NOTED THAT THE CABIN STOPPED PRESSURIZING AND AGAIN REQUESTED DSCNT. ONCE DSCNT RESUMED, WE AGAIN BEGAN PRESSURIZING. WE LEVELED OFF AT 10000 FT WITH CABIN PRESSURE IN THE GREEN. DIFFERENTIAL PRESSURE NEVER GOT ABOVE 1.5 PSI WITH MANUAL PRESSURIZATION IN THE FULL DOWN POS. WE CONTINUED TO A NORMAL APCH AND LNDG AT DAYTON.
