Narrative:
Jfk responded to my write-up of a fault light on left pack with a placard for left pack. After leveloff at FL290, after about 1/2 hour at cruise, ECAM warned of excess cabin altitude. Both outflow valves were closed and the cabin was about 9500 ft. I descended to 18000 ft, declared an emergency and conversed with dispatch as to continuing at 18000 ft to san juan. Dispatch suggested returning to jfk, but we talked more and I felt safe with a block altitude clearance to 25000 ft. We maintained between 25000 ft and 24000 ft and continued to san juan. On approach, the flight attendants advised of a smell of something burning, so I asked for emergency equipment. It seems to me that dispatch with a pack inoperative should call for an inspection of the other pack before releasing for flight.
