Narrative:
While working the radar, one or more aircraft operating in the lindbergh MOA/atcaa exited the atcaa airspace without ATC clearance in conflict with a passenger aircraft. The military aircraft was on a discrete tactical frequency while in the atcaa. Supplemental information from acn 575329: aircraft X spilled out of the lindbergh MOA and got about 2 mi from aircraft Y. The aircraft X was about 15 mi outside of the airspace. This is about the third incident I have heard about in 2 weeks.
