Narrative:
Aircraft #1 was told to proceed outbound past ida-VOR -- start procedure turn and expect ILS. Aircraft #2 was inbound on ILS. Descend out of 6800 ft MSL. Aircraft #1 passed ida-VOR and started to descend -- conflict alert activated. Aircraft #1 was told to maintain 8000 ft. Aircraft passed nose to tail at this time. Conflict alert activated and supervisor asked if it was visual separation (common in this area). I advised him -- no -- the aircraft descended a couple hundred ft below his assigned altitude. I was told 'don['T make it complicated, visual.' I did not respond.

Title: A PA32 AT 8000 FT OVER IDA #2 FOR ILS DSNDED WITHOUT CLRNC AND CONFLICTED WITH DHC8 AT 6800 FT ON THE APCH.
Narrative: ACFT #1 WAS TOLD TO PROCEED OUTBOUND PAST IDA-VOR -- START PROC TURN AND EXPECT ILS. ACFT #2 WAS INBOUND ON ILS. DSND OUT OF 6800 FT MSL. ACFT #1 PASSED IDA-VOR AND STARTED TO DSND -- CONFLICT ALERT ACTIVATED. ACFT #1 WAS TOLD TO MAINTAIN 8000 FT. ACFT PASSED NOSE TO TAIL AT THIS TIME. CONFLICT ALERT ACTIVATED AND SUPVR ASKED IF IT WAS VISUAL SEPARATION (COMMON IN THIS AREA). I ADVISED HIM -- NO -- THE ACFT DSNDED A COUPLE HUNDRED FT BELOW HIS ASSIGNED ALT. I WAS TOLD 'DON['T MAKE IT COMPLICATED, VISUAL.' I DID NOT RESPOND.
