Narrative:

I called for a WX briefing for a flight from lws to alw. The airports were both reporting VFR conditions and were forecast to be VFR/MVFR. I departed VFR and after departure, the WX closed in and I was unable to continue to my destination. Instead of scud running back to the airport, which I felt was too dangerous, I climbed into IMC and went GPS direct to the airport and declared an emergency. When I was over the airport, I descended until I broke out of IMC and made an uneventful landing. I would have gotten a clearance for IFR, but the plane is not IFR certified.

Title: IMC IN VFR FLT BY A C150 CFI PLT DECLARING AN EMER AFTER ENCOUNTERING WX WITH A RETURN LAND AT LWS, ID.

Narrative: I CALLED FOR A WX BRIEFING FOR A FLT FROM LWS TO ALW. THE ARPTS WERE BOTH RPTING VFR CONDITIONS AND WERE FORECAST TO BE VFR/MVFR. I DEPARTED VFR AND AFTER DEP, THE WX CLOSED IN AND I WAS UNABLE TO CONTINUE TO MY DEST. INSTEAD OF SCUD RUNNING BACK TO THE ARPT, WHICH I FELT WAS TOO DANGEROUS, I CLBED INTO IMC AND WENT GPS DIRECT TO THE ARPT AND DECLARED AN EMER. WHEN I WAS OVER THE ARPT, I DSNDED UNTIL I BROKE OUT OF IMC AND MADE AN UNEVENTFUL LNDG. I WOULD HAVE GOTTEN A CLRNC FOR IFR, BUT THE PLANE IS NOT IFR CERTIFIED.
