Narrative:
Aircraft a executed a climb out off of npa and did not do the standard climb out that was expected by pns approach. Subsequently, aircraft a was in conflict with aircraft B on an approach to pns. An arrival controller working aircraft a climbed aircraft a to avoid aircraft B. The navy gca unit that issues climb out instructions to all aircraft stated they issued the proper climb out instructions. When asking the student pilot and instructor, on frequency, they stated they were issued different instructions.

Title: CONFUSION OR LACK OF COORD ON CLBOUT PROCS RESULTS IN OPERROR AT P31.
Narrative: ACFT A EXECUTED A CLBOUT OFF OF NPA AND DID NOT DO THE STANDARD CLBOUT THAT WAS EXPECTED BY PNS APCH. SUBSEQUENTLY, ACFT A WAS IN CONFLICT WITH ACFT B ON AN APCH TO PNS. AN ARR CTLR WORKING ACFT A CLBED ACFT A TO AVOID ACFT B. THE NAVY GCA UNIT THAT ISSUES CLBOUT INSTRUCTIONS TO ALL ACFT STATED THEY ISSUED THE PROPER CLBOUT INSTRUCTIONS.
