Narrative:
On feb/tue/03, at about XA20 local time, I had received an IFR clearance from a controller at portland, or. I was on the ground at vuo, holding short runway 26. I was given a clearance void time by the controller, and was advised to contact portland departure, and was given a frequency. On the ground at pearson field, there is a sign that instructs departing traffic to contact portland tower on 119.0 before takeoff. I contacted the tower on 119.0 and advised them that I was ready for takeoff on an IFR flight to spokane, wa. He advised me I need not talk to tower, I needed to contact departure. Pearson field is an uncontrolled airport within portland's class D airspace. By the time I took off, I was advised by the controller that I had passed my clearance void time by about 1 min. I was advised that other traffic had been rerted because of the incident. In my confusion on who I needed to talk to prior to departure, I exceeded my clearance void time. I apologized to the controller when he advised me of my error.

Title: A PLTDEV OCCURS, CREATING A POTENTIAL CONFLICT WITH TFC FROM PDX WHEN A C182 PLT TAKES OFF AFTER HIS VOID TIME FROM VUO, WA.
Narrative: ON FEB/TUE/03, AT ABOUT XA20 LCL TIME, I HAD RECEIVED AN IFR CLRNC FROM A CTLR AT PORTLAND, OR. I WAS ON THE GND AT VUO, HOLDING SHORT RWY 26. I WAS GIVEN A CLRNC VOID TIME BY THE CTLR, AND WAS ADVISED TO CONTACT PORTLAND DEP, AND WAS GIVEN A FREQ. ON THE GND AT PEARSON FIELD, THERE IS A SIGN THAT INSTRUCTS DEPARTING TFC TO CONTACT PORTLAND TWR ON 119.0 BEFORE TKOF. I CONTACTED THE TWR ON 119.0 AND ADVISED THEM THAT I WAS READY FOR TKOF ON AN IFR FLT TO SPOKANE, WA. HE ADVISED ME I NEED NOT TALK TO TWR, I NEEDED TO CONTACT DEP. PEARSON FIELD IS AN UNCTLED ARPT WITHIN PORTLAND'S CLASS D AIRSPACE. BY THE TIME I TOOK OFF, I WAS ADVISED BY THE CTLR THAT I HAD PASSED MY CLRNC VOID TIME BY ABOUT 1 MIN. I WAS ADVISED THAT OTHER TFC HAD BEEN RERTED BECAUSE OF THE INCIDENT. IN MY CONFUSION ON WHO I NEEDED TO TALK TO PRIOR TO DEP, I EXCEEDED MY CLRNC VOID TIME. I APOLOGIZED TO THE CTLR WHEN HE ADVISED ME OF MY ERROR.
