Narrative:
During a preflight inspection on aircraft, I noticed a static wick missing on the vertical stabilizer, right below the rudder. Looked in the MEL for that aircraft and found that one static wick could be missing from the vertical stabilizer or rudder. I called our program manager to go over the MEL write-up as per company policy. Wrote up the MEL and faxed to the maintenance department. Called maintenance department 5 mins later and went over write-up. Was told everything was good and ready to go. Flew plane from ZZZ to ZZZ1. Maintenance called to tell me MEL due date was incorrect. During that call, the mechanic asked which wick it was. I said the one on the vertical stabilizer right below the rudder. He then said that particular one is not MEL'able, and although it looks like it's on the vertical stabilizer, it's not. It is considered on the tail cone part on the empennage. Grounded aircraft until static wick was replaced and signed off. I learned to be very careful while doing MEL's.

Title: A CESSNA 560 WAS DISPATCHED IN NON COMPLIANCE WITH A TAIL CONE STATIC WICK MISSING AND DEFERRED IN CONFLICT WITH THE MEL. STATIC WICK WAS REQUIRED ITEM.
Narrative: DURING A PREFLT INSPECTION ON ACFT, I NOTICED A STATIC WICK MISSING ON THE VERT STABILIZER, RIGHT BELOW THE RUDDER. LOOKED IN THE MEL FOR THAT ACFT AND FOUND THAT ONE STATIC WICK COULD BE MISSING FROM THE VERT STABILIZER OR RUDDER. I CALLED OUR PROGRAM MGR TO GO OVER THE MEL WRITE-UP AS PER COMPANY POLICY. WROTE UP THE MEL AND FAXED TO THE MAINT DEPT. CALLED MAINT DEPT 5 MINS LATER AND WENT OVER WRITE-UP. WAS TOLD EVERYTHING WAS GOOD AND READY TO GO. FLEW PLANE FROM ZZZ TO ZZZ1. MAINT CALLED TO TELL ME MEL DUE DATE WAS INCORRECT. DURING THAT CALL, THE MECH ASKED WHICH WICK IT WAS. I SAID THE ONE ON THE VERT STABILIZER RIGHT BELOW THE RUDDER. HE THEN SAID THAT PARTICULAR ONE IS NOT MEL'ABLE, AND ALTHOUGH IT LOOKS LIKE IT'S ON THE VERT STABILIZER, IT'S NOT. IT IS CONSIDERED ON THE TAIL CONE PART ON THE EMPENNAGE. GNDED ACFT UNTIL STATIC WICK WAS REPLACED AND SIGNED OFF. I LEARNED TO BE VERY CAREFUL WHILE DOING MEL'S.
