Narrative:

At approximately XA45 on mar/thu/03, I got a call from the line foreman that aircraft had a lightning strike. When it got to the hangar at approximately XB15 we saw the previous damage. On further investigation, it was taken OTS by the FAA line inspector. I was informed he did not like the way it looked and the logbook just said previous lightning strikes need to be re-evaluated. We removed paint and re-evaluated per srm and we found no damage. We retreated and painted. I signed off logbook. As we were about to push out, mr X came up and said mr Y called to ask about the holes in aircraft. We said there were ho holes and mr X said mr Y informed him the inspector claimed it had holes in it. Mr X told us the aircraft was parked because FAA was sending guys out. They got here, looked at the aircraft, talked to us, took photos and decided it was ok, but we needed to make new non routine cards for the places we reworked. The problem I have is an FAA guy playing games. If he thought he saw holes, he should have given us locations, not play let's see if they find it. It was not documented what he thought he saw. Just that it had previous damage that had been worked. The aircraft went back to the line. It was taken OTS for no valid reason.
