Narrative:
Mechanics in ZZZ have observed clerks (non FAA certified employees) performing aircraft maintenance functions. We have discovered that aircraft mechanics, who perform this task, do so in accordance with a maintenance check manual card. The card specifies certain airworthiness notes that require attention and certifying signatures. When the cabin service personnel perform this task, there is no documentation and any deviation from accepted practices cited on the maintenance check manual card leave only the most recent aircraft mechanic, who performed this task properly liable. When we questioned why they are performing this work, we learned they are required to do this work per their cabin service bill of work. In addition, clerks have been observed and instructed by their supervision to deviate from the cabin service manual instructions when needed supplies are unavailable.

Title: A UNION REPRESENTATIVE QUESTIONS THE USE OF NON LICENSED CABIN SVC PERSONNEL TO PERFORM ACFT MAINT FUNCTIONS.
Narrative: MECHS IN ZZZ HAVE OBSERVED CLERKS (NON FAA CERTIFIED EMPLOYEES) PERFORMING ACFT MAINT FUNCTIONS. WE HAVE DISCOVERED THAT ACFT MECHS, WHO PERFORM THIS TASK, DO SO IN ACCORDANCE WITH A MAINT CHK MANUAL CARD. THE CARD SPECIFIES CERTAIN AIRWORTHINESS NOTES THAT REQUIRE ATTN AND CERTIFYING SIGNATURES. WHEN THE CABIN SVC PERSONNEL PERFORM THIS TASK, THERE IS NO DOCUMENTATION AND ANY DEV FROM ACCEPTED PRACTICES CITED ON THE MAINT CHK MANUAL CARD LEAVE ONLY THE MOST RECENT ACFT MECH, WHO PERFORMED THIS TASK PROPERLY LIABLE. WHEN WE QUESTIONED WHY THEY ARE PERFORMING THIS WORK, WE LEARNED THEY ARE REQUIRED TO DO THIS WORK PER THEIR CABIN SVC BILL OF WORK. IN ADDITION, CLERKS HAVE BEEN OBSERVED AND INSTRUCTED BY THEIR SUPERVISION TO DEVIATE FROM THE CABIN SVC MANUAL INSTRUCTIONS WHEN NEEDED SUPPLIES ARE UNAVAILABLE.
