Narrative:

Departed bay bridge airport (W29) in stevensville, md. IFR flight plan was on file, but not activated at time of departure. Baltimore approach was contacted after departure, at 1200 ft MSL and 2 miles from W29, to activate my IFR flight plan. W29 is within the temporary washington ADIZ. Baltimore approach activated my flight plan, but informed me I should have activated my flight plan prior to departing W29. W29 does not have a remote clearance frequency. I should have contacted FSS to obtain clearance prior to departure. I did not fully understand the rules regarding the ADIZ. The flight briefer indicated I was 'ok' to conduct my flight because I had an IFR flight plan.

Narrative: DEPARTED BAY BRIDGE ARPT (W29) IN STEVENSVILLE, MD. IFR FLT PLAN WAS ON FILE, BUT NOT ACTIVATED AT TIME OF DEP. BALTIMORE APCH WAS CONTACTED AFTER DEP, AT 1200 FT MSL AND 2 MILES FROM W29, TO ACTIVATE MY IFR FLT PLAN. W29 IS WITHIN THE TEMPORARY WASHINGTON ADIZ. BALTIMORE APCH ACTIVATED MY FLT PLAN, BUT INFORMED ME I SHOULD HAVE ACTIVATED MY FLT PLAN PRIOR TO DEPARTING W29. W29 DOES NOT HAVE A REMOTE CLRNC FREQ. I SHOULD HAVE CONTACTED FSS TO OBTAIN CLRNC PRIOR TO DEP. I DID NOT FULLY UNDERSTAND THE RULES REGARDING THE ADIZ. THE FLT BRIEFER INDICATED I WAS 'OK' TO CONDUCT MY FLT BECAUSE I HAD AN IFR FLIGHT PLAN.
