Aircraft was clearing runway on last high speed taxiway turnoff as second aircraft crossed end of runway 26. Problem could have been prevented by taking a little bit more time to scan the entire situation.

Title: PHL GND CTLR INADVERTENTLY CLRED ACFT TO CROSS END OF RWY, WHEN LNDG ACFT NOT YET COMMITTED TO LAST TURNOFF PRIOR TO HIS LOCATION.
Narrative: ACFT WAS CLRING RWY ON LAST HIGH SPEED TXWY TURNOFF AS SECOND ACFT CROSSED END OF RWY 26. PROB COULD HAVE BEEN PREVENTED BY TAKING A LITTLE BIT MORE TIME TO SCAN THE ENTIRE SIT.
