Narrative:

Pns approach control assumes vps ercf airspace on wkends and nights. Usually, the changeover is done during slow activity periods. However, on occasion, vps opens for a few hours during the day. This usually results in chaos. On mar/sun/03, I was told to prepare to take vps airspace a little before XA30. At XA45 they still had aircraft in R2915, but called to give me the airspace. While the vps controller was briefing me, I could hear another controller giving clrncs that she knew nothing about. I was told that dts was good VFR, and 1 aircraft was direct, expecting a visual. By the time I talked to him, he was at 1500 ft (below my MVA) and IMC. Another IFR aircraft that I was told was on my frequency was really on a frequency that I don't have. And finally, 2 hours after we took the airspace, we still had automation problems. Some aircraft came off on c-tags that I could modify, while others could not be forced into our system, could not be departed, and caused lots of problems.

Title: PNS CTLR EXPRESSED CONCERN OVER AIRSPACE XFER FROM VPS.

Narrative: PNS APCH CTL ASSUMES VPS ERCF AIRSPACE ON WKENDS AND NIGHTS. USUALLY, THE CHANGEOVER IS DONE DURING SLOW ACTIVITY PERIODS. HOWEVER, ON OCCASION, VPS OPENS FOR A FEW HRS DURING THE DAY. THIS USUALLY RESULTS IN CHAOS. ON MAR/SUN/03, I WAS TOLD TO PREPARE TO TAKE VPS AIRSPACE A LITTLE BEFORE XA30. AT XA45 THEY STILL HAD ACFT IN R2915, BUT CALLED TO GIVE ME THE AIRSPACE. WHILE THE VPS CTLR WAS BRIEFING ME, I COULD HEAR ANOTHER CTLR GIVING CLRNCS THAT SHE KNEW NOTHING ABOUT. I WAS TOLD THAT DTS WAS GOOD VFR, AND 1 ACFT WAS DIRECT, EXPECTING A VISUAL. BY THE TIME I TALKED TO HIM, HE WAS AT 1500 FT (BELOW MY MVA) AND IMC. ANOTHER IFR ACFT THAT I WAS TOLD WAS ON MY FREQ WAS REALLY ON A FREQ THAT I DON'T HAVE. AND FINALLY, 2 HRS AFTER WE TOOK THE AIRSPACE, WE STILL HAD AUTOMATION PROBS. SOME ACFT CAME OFF ON C-TAGS THAT I COULD MODIFY, WHILE OTHERS COULD NOT BE FORCED INTO OUR SYS, COULD NOT BE DEPARTED, AND CAUSED LOTS OF PROBS.
