Narrative:
Cruising at 17000 ft in IMC. Began to pick up ice. Called ZAB 3 or 4 times. Did not get a response. Suddenly began to accumulate a large amount of ice on wings and windshield. Began an emergency descent. ZAB then called and said to climb to 17000 ft. I responded that I was unable, because of ice at that altitude. This caused a conflict with a citation jet at 16000 ft, opposite direction, and minimum separation was not maintained.
