Narrative:
Approved to land, #2. On final approach, #1 aircraft still on runway. My judgement, clearance inadequate. Notified tower that I declared 'missed approach.' tower then gave clearance for left downwind to land. Landed and exited runway at midfield. Called tower for explanation for permitting aircraft to be on runway during my final approach. Tower's response was 'permissible if we maintain 3000 ft separation.

Title: A C177 PLT EXECUTES A GAR DUE TO PRECEDING ACFT STILL ON RWY.
Narrative: APPROVED TO LAND, #2. ON FINAL APCH, #1 ACFT STILL ON RWY. MY JUDGEMENT, CLRNC INADEQUATE. NOTIFIED TWR THAT I DECLARED 'MISSED APCH.' TWR THEN GAVE CLRNC FOR L DOWNWIND TO LAND. LANDED AND EXITED RWY AT MIDFIELD. CALLED TWR FOR EXPLANATION FOR PERMITTING ACFT TO BE ON RWY DURING MY FINAL APCH. TWR'S RESPONSE WAS 'PERMISSIBLE IF WE MAINTAIN 3000 FT SEPARATION.
