Narrative:
Climbing through 23600 ft for FL240. TCASII called 'traffic' then at 23800 ft at 600 FPM, TCASII called 'descend' and commanded 2000 FPM descent. First officer disconnected autoplt and responded. Light twin passed off our left about 4000 ft horizontal and 1400 ft vertical. When clear, climbed to FL240.
