Narrative:
Obtained briefing wmsport filed IFR rdg-fjc V162, V167, pvd direct oqu. At time of briefing was queried about ADIZ, 'understand class B to 18000 ft' should not be issue on IFR plan. Departed rdg, cruise to 5000 ft, mod turbulence higher unavailable. Sky clear, cancelled IFR, climbed to 7500 ft and flight following. Leaving allentown control, unable handoff try ny on 133.5. I located my position and contacted ny. 'About to leave my airspace. Try ny 125.55.' contacted, 'call back later.' had indicated to 133.5 route to oqu via sparta and carmel. When unable to get into ny, contacted flight watch for WX en route. Gave PIREP and obtained frequency for ny radio. Filed second IFR flight plan and obtained ATC frequency. Given new flight plan. Told about this time that I had violated ADIZ. Explained my understanding. Was told to contact TRACON upon landing. Flew approach to oqu. Contacted supervisor. Said he understood, but needed to file report. Contacted legal services and procedure for filing this report explained. Contributing factors: misunderstanding of boundaries of ADIZ. I fly this northeast corridor frequently. Comfortable with ny ATC and class B boundaries, moving map and GPS confirm location. Lulled into false sense of being in appropriate airspace. Flight following handoff unable and subsequent inability to reestablish contact with ATC. Use of low altitude en route chart, class B clearly marked, seems logical this would be ADIZ (my mistake). Corrective actions: have re-reviewed ADIZ boundaries via aviation website. Will file IFR for any cross country flts and accept significant course deviations.

CORRECTIVE ACTIONS: HAVE RE-REVIEWED ADIZ BOUNDARIES VIA AVIATION WEBSITE. WILL FILE IFR FOR ANY CROSS COUNTRY FLTS AND ACCEPT SIGNIFICANT COURSE DEVIATIONS.
