Narrative:
On takeoff (aspen), IMC, landing gear would not retract. Normal climb on SID. Oxygen used after 10000 ft. Did not return to aspen due to terrain and WX. Declared emergency (oxygen use) and diverted to apa. Uneventful recovery. Transponder inoperative due to gear position. Aircraft was taxied through slush. Suspected frozen squat switch. Placed aircraft in hangar overnight at apa. After talking to cessna technical representative, assumed this would cure problem. On departing apa (XA30, VFR) to ict, gear still did not retract. Decided to move aircraft at 11000 ft/10000 ft for maintenance instead of return to apa ('neg' maintenance). Arrived ict at approximately XE00. In hindsight, I probably should have returned to apa and gotten a ferry permit to fly the aircraft gear down to ict.

Narrative: ON TKOF (ASPEN), IMC, LNDG GEAR WOULD NOT RETRACT. NORMAL CLB ON SID. OXYGEN USED AFTER 10000 FT. DID NOT RETURN TO ASPEN DUE TO TERRAIN AND WX. DECLARED EMER (OXYGEN USE) AND DIVERTED TO APA. UNEVENTFUL RECOVERY. XPONDER INOP DUE TO GEAR POS. ACFT WAS TAXIED THROUGH SLUSH. SUSPECTED FROZEN SQUAT SWITCH.
