Narrative:

BEC3BA reported in with rhv tower. Over vtc approximately 10 mi south of rhv for landing. Aircraft was at 3500 ft MSL. Aircraft was cleared to runway 31L at rhv, and had heard a glasair check in abeam vtc at 2000 ft MSL. In a clean confign, the BE33 descended at to above gear speed. At 3 mi from rhv, reported in and simultaneously saw glasair 1 mi -- no immediate hazard, but too close for landing sequence. Tower revised clearance to runway 31R, cleared to land. Aircraft still fast, but on GS. Pilot continued landing profile gear 7 degrees flaps. Aircraft touched down 1/2 down runway, and fast. Pilot braking aircraft to maximum. Not able to stop and take taxiway -- continued into prepared grass over runway. Aircraft undamaged. Left main tire blew during towing. Tires had been damaged to flat spot in braking. Runway 31R rhv closed while aircraft was removed. Pilot had 4 clear points of corrective action, which could have avoided the overrun: 1) at vtc, increase RPM to 2500 ft with 3BI propeller flat plate aerodynamic braking would have allowed descent at slower speed. 2) slow to gear speed and propped gear same improved descent/speed control. 3) request a 360 degree while still 3 mi south to decelerate and descend. 4) go around decision as flaps were being lowered at last on short final.

NOT ABLE TO STOP AND TAKE TXWY -- CONTINUED INTO PREPARED GRASS OVER RWY. ACFT UNDAMAGED. L MAIN TIRE BLEW DURING TOWING. TIRES HAD BEEN DAMAGED TO FLAT SPOT IN BRAKING. RWY 31R RHV CLOSED WHILE ACFT WAS REMOVED.
