Narrative:

On or about mar/tue/03 at XA03, I filed a VFR flight plan for search and rescue and for entry into the dca area ADIZ with jyo flight service center to include WX and NOTAMS. My route of flight was to be 2w6 direct to hef direct hgr. I was advised that the plans had been filed. I departed 2w6 march tue XA42Z off of runway 11, proceeded with a left turn out to a heading of 270 degrees. Upon climb out, I contacted jyo FSS on 122.1/117.6 MHZ via the patuxent VORTAC to activate the VFR search and rescue part and ADIZ flight plan. I was advised to contact pct approach on 124.2 MHZ in order to obtain a discrete code and permission to enter the dca area ADIZ. Upon contact with pct approach on 124.2 MHZ, I was advised that he could not find a flight plan on file, so I requested to leave the frequency in order to call jyo FSS again. I contacted jyo FSS and was told that VFR ADIZ flight plan was 're-issued,' so I returned to pct approach on 124.2 MHZ when approach control informed me that I had entered the ADIZ and to turn '180 degrees,' which I did. He then issued me a squawk and directed me to the casanova VOR. I had allegedly entered into the ADIZ near the md route 301 bridge over the pct river. I was looking at the dc sectional for reference using the outer ring of dc class B airspace as the edge of the ADIZ and had no intention of entering the airspace without clearance. Preventing of this type of incident would be to properly chart the tfr's on sectionals for use in general aviation. NOTAMS, while helpful and very descriptive, tend to be wordy and confusing, and the particular NOTAM of interest (3/2126) was in excess of 750 words. In addition, the dulles/washington/baltimore ADIZ is not consistent in its pattern. Most of the ADIZ is the outer ring of the class B airspace with the exception of the area on the southwest side. This area should be the outer ring of the class B airspace or the mode C veil. The mixture of both the class B airspace outer boundary and mode C veil will lead to multiple future accidental intrusions.

UPON CLB OUT, I CONTACTED JYO FSS ON 122.1/117.6 MHZ VIA THE PATUXENT VORTAC TO ACTIVATE THE VFR SEARCH AND RESCUE PART AND ADIZ FLT PLAN. I WAS ADVISED TO CONTACT PCT APCH ON 124.2 MHZ IN ORDER TO OBTAIN A DISCRETE CODE AND PERMISSION TO ENTER THE DCA AREA ADIZ. I CONTACTED JYO FSS AND WAS TOLD THAT VFR ADIZ FLT PLAN WAS 'RE-ISSUED,' SO I RETURNED TO PCT APCH ON 124.2 MHZ WHEN APCH CTL INFORMED ME THAT I HAD ENTERED THE ADIZ AND TO TURN '180 DEGS,' WHICH I DID. HE THEN ISSUED ME A SQUAWK AND DIRECTED ME TO THE CASANOVA VOR. I HAD ALLEGEDLY ENTERED INTO THE ADIZ NEAR THE MD RTE 301 BRIDGE OVER THE PCT RIVER. I WAS LOOKING AT THE DC SECTIONAL FOR REFERENCE USING THE OUTER RING OF DC CLASS B AIRSPACE AS THE EDGE OF THE ADIZ AND HAD NO INTENTION OF ENTERING THE AIRSPACE WITHOUT CLRNC. PREVENTING OF THIS TYPE OF INCIDENT WOULD BE TO PROPERLY CHART THE TFR'S ON SECTIONALS FOR USE IN GENERAL AVIATION. NOTAMS, WHILE HELPFUL AND VERY DESCRIPTIVE, TEND TO BE WORDY AND CONFUSING, AND THE PARTICULAR NOTAM OF INTEREST (3/2126) WAS IN EXCESS OF 750 WORDS. IN ADDITION, THE DULLES/WASHINGTON/BALTIMORE ADIZ IS NOT CONSISTENT IN ITS PATTERN. MOST OF THE ADIZ IS THE OUTER RING OF THE CLASS B AIRSPACE WITH THE EXCEPTION OF THE AREA ON THE SW SIDE. THIS AREA SHOULD BE THE OUTER RING OF THE CLASS B AIRSPACE OR THE MODE C VEIL. THE MIXTURE OF BOTH THE CLASS B AIRSPACE OUTER BOUNDARY AND MODE C VEIL WILL LEAD TO MULTIPLE FUTURE ACCIDENTAL INTRUSIONS.
