Narrative:

We were cleared to descend to FL260 from above FL280. The IOE captain and I verified the assigned altitude. Descending through FL283, I noticed traffic on TCASII indicating 1 O'clock position, 5-10 mi out, approaching us at a constant position, level at FL270. I contacted ATC to verify our assigned altitude of FL260. It was rapidly becoming apparent that continuing our descent would result in a serious conflict. ATC paused when responding, then asked us to verify level at FL280. We had gone down to FL278, then started a climb to avoid the obvious conflict. ATC was very busy working numerous aircraft on more than 1 frequency. Vectors, speed and altitude changes were constant for all aircraft to maintain spacing and sequencing into cvg. TCASII did its job when ATC was overwhelmed.

Title: TCASII ENCOUNTER RA ALERTS DSNDING CRJ TO A POTENTIAL CONFLICT WITH OPPOSITE DIRECTION TFC AT THEIR CLRED TO ALT NEAR AIR VOR, PA.

Narrative: WE WERE CLRED TO DSND TO FL260 FROM ABOVE FL280. THE IOE CAPT AND I VERIFIED THE ASSIGNED ALT. DSNDING THROUGH FL283, I NOTICED TFC ON TCASII INDICATING 1 O'CLOCK POS, 5-10 MI OUT, APCHING US AT A CONSTANT POS, LEVEL AT FL270. I CONTACTED ATC TO VERIFY OUR ASSIGNED ALT OF FL260. IT WAS RAPIDLY BECOMING APPARENT THAT CONTINUING OUR DSCNT WOULD RESULT IN A SERIOUS CONFLICT. ATC PAUSED WHEN RESPONDING, THEN ASKED US TO VERIFY LEVEL AT FL280. WE HAD GONE DOWN TO FL278, THEN STARTED A CLB TO AVOID THE OBVIOUS CONFLICT. ATC WAS VERY BUSY WORKING NUMEROUS ACFT ON MORE THAN 1 FREQ. VECTORS, SPD AND ALT CHANGES WERE CONSTANT FOR ALL ACFT TO MAINTAIN SPACING AND SEQUENCING INTO CVG. TCASII DID ITS JOB WHEN ATC WAS OVERWHELMED.
