Narrative:
Climbing through 11500 ft MSL up to 15000 ft MSL on IFR clearance, kalamazoo departure issued TA for baron 11-12 O'clock position, 10-20 mi southwest moving northeast. Traffic was converging quickly on our position. He stopped our climb and requested this from control. They cleared us down to 11000 ft MSL and 20 seconds later, we received an RA to stop climb and descend. We complied with the RA and traffic passed above with 400-500 ft separation. This incident could have been avoided if the controllers issuing an advisory to the other aircraft would have stopped us at a lower altitude in order to avoid the incident, even though the other aircraft was getting VFR advisories and not IFR clearance and separation. The facts remain, they were talking with this traffic and we were under IFR control. This particular incident occurred 10-30 mi southwest of azo.

Narrative: CLBING THROUGH 11500 FT MSL UP TO 15000 FT MSL ON IFR CLRNC, KALAMAZOO DEP ISSUED TA FOR BARON 11-12 O'CLOCK POS, 10-20 MI SW MOVING NE. TFC WAS CONVERGING QUICKLY ON OUR POS. HE STOPPED OUR CLB AND REQUESTED THIS FROM CTL. THEY CLRED US DOWN TO 11000 FT MSL AND 20 SECONDS LATER, WE RECEIVED AN RA TO STOP CLB AND DSND. WE COMPLIED WITH THE RA AND TFC PASSED ABOVE WITH 400-500 FT SEPARATION. THIS INCIDENT COULD HAVE BEEN AVOIDED IF THE CTLRS ISSUING AN ADVISORY TO THE OTHER ACFT WOULD HAVE STOPPED US AT A LOWER ALT IN ORDER TO AVOID THE INCIDENT, EVEN THOUGH THE OTHER ACFT WAS GETTING VFR ADVISORIES AND NOT IFR CLRNC AND SEPARATION. THE FACTS REMAIN, THEY WERE TALKING WITH THIS TFC AND WE WERE UNDER IFR CTL. THIS PARTICULAR INCIDENT OCCURRED 10-30 MI SW OF AZO.
