Narrative:
I was instructor on evening/night VFR/IFR chkout flight for renter pilot. After VFR chkout maneuvers, we set up for ILS runway 23 fdk with westminster no pt transition. This transition course points directly at P40 tfr area. This date tfr expanded to 10 NM. Localizer intercept app 2 NM outside 10 NM tfr. Localizer needle malfunctioned, we flew approximately 2 NM into tfr before discovery. Contributing: I 'failed' GPS by turning to full dim setting. Overcast dark night conditions prevailed. Discovered error when I sensed transition taking too long, commanded left turn, then localizer needle moved instantly from full right deflected to full left. Judgement: questionable in failing GPS maybe, but pilots should be able to fly a 'needles only' approach without moving map, and we are taught from beginning of instrument training to 'trust the instruments.' in this case we could not. Contributing factor: later examination of aircraft logs revealed a history of problems with HSI system.

IN THIS CASE WE COULD NOT. CONTRIBUTING FACTOR: LATER EXAMINATION OF ACFT LOGS REVEALED A HISTORY OF PROBLEMS WITH HSI SYSTEM.
