Narrative:
Aircraft arrived ZZZ with crew reporting left wing #5 slat has small piece of black rubber seal hanging from bottom. Called maintenance to take a look, and found rub strip on aft side of slat loose. He reported to me he secured the seal. We completed paperwork and flew the aircraft. After the aircraft departed ZZZ, the mechanic called back and reported the seal really should be replaced, and that he secured it with silicone and fiberglass tape, and that there was a section missing. There is no MEL/cdl reference for this seal, and normally, we would have gotten an engineering repair authority/authorized to defer, but initial report was that he was able to secure.

Title: A MD80 WAS DISPATCHED IN NON COMPLIANCE WITH AN INTERIM REPAIR MADE TO A SLAT SEAL, BUT NO DEFERRED ITEM TO ACCOMPLISH A PERMANENT REPAIR.
Narrative: ACFT ARRIVED ZZZ WITH CREW RPTING L WING #5 SLAT HAS SMALL PIECE OF BLACK RUBBER SEAL HANGING FROM BOTTOM. CALLED MAINT TO TAKE A LOOK, AND FOUND RUB STRIP ON AFT SIDE OF SLAT LOOSE. HE RPTED TO ME HE SECURED THE SEAL. WE COMPLETED PAPERWORK AND FLEW THE ACFT. AFTER THE ACFT DEPARTED ZZZ, THE MECH CALLED BACK AND RPTED THE SEAL REALLY SHOULD BE REPLACED, AND THAT HE SECURED IT WITH SILICONE AND FIBERGLASS TAPE, AND THAT THERE WAS A SECTION MISSING. THERE IS NO MEL/CDL REF FOR THIS SEAL, AND NORMALLY, WE WOULD HAVE GOTTEN AN ENGINEERING REPAIR AUTH TO DEFER, BUT INITIAL RPT WAS THAT HE WAS ABLE TO SECURE.
