Narrative:
On dumpy arrival to dal, was cleared to descend from 5000 ft to 3000 ft, passing 4000 ft TCASII alerted (RA). Climb descended to 3800 ft climbed back to 4000 ft. Approach controller came on and told us to maintain 4000 ft. His tone assumed he had told us 4000 ft and we went below that. We were cleared to 3000 ft. He was very busy, and mixed up a few call signs. I don't think miss distance was less than 500 ft.
