Narrative:

My reserve window for apr/thu/03 was from XA00-XO00. At XI05, scheduling called and notified me of a toronto, ontario, canada, out-and-back with a report time of XJ35. Flight abce was scheduled to depart at XK30, arriving in yyz at XL55. We actually pushed back at XK39 and arrived in toronto at XL58. The WX in toronto was poor -- snow mixed with freezing rain and temperatures in the 20's. It was quite obvious we would need to deice. After all passenger deplaned, the station advised us that there were no outbound passenger scheduled on flight abce back to cvg. We pushed from the gate at XM15 and immediately got in line to deice. While taxiing out, another aircraft crew timed out and returned to the gate. Initially, there was some confusion in operations over which plane was returning, but it was clarified. Some time later, yyz ground notified us to 'call our company.' we called operations and got a reply after several tries. They said they 'had noting for us' and, in my opinion, sounded confused. Only later did I find out that system control in cvg had called toronto operations at that time to tell operations to order us back to the gate. (We did hear operations try to call us a little later -- literally as the wheels lifted off on takeoff. Obviously, we did not answer due to sterile cockpit.) the captain and I discussed the need to depart by XA55 to be in cvg by XC00. We departed at XA55 and arrived in cvg at XB55, entering the gate at XC05. The fatal error occurred in not accounting for the 20 NM debrief period, causing my duty day to be 16 hours 25 mins. Because we had no passenger, I mentally considered this a repositioning flight, even though it was operated under far part 121. The primary reason I failed to consider taxi in and debrief and consider my maximum 16 hour duty day is the simple fact that I was not at all tired. I had rested (literally) for most of the day until my notification. I am still unclr as to why scheduling said they 'had nothing for us' when I called them. I was notified of this situation by the chief pilot. Supplemental information from acn 579232: I now understand that the 16 hour duty extends through release time.

Title: A CL65 FLT CREWIS CONCERNED OVER EXCEEDING THEIR SCHEDULED ON DUTY TIMES OF 16 HRS BY 25 MINS DUE TO WX RELATED DELAYS PRIOR TO TKOF FROM CYYZ, ONTARIO.

Narrative: MY RESERVE WINDOW FOR APR/THU/03 WAS FROM XA00-XO00. AT XI05, SCHEDULING CALLED AND NOTIFIED ME OF A TORONTO, ONTARIO, CANADA, OUT-AND-BACK WITH A RPT TIME OF XJ35. FLT ABCE WAS SCHEDULED TO DEPART AT XK30, ARRIVING IN YYZ AT XL55. WE ACTUALLY PUSHED BACK AT XK39 AND ARRIVED IN TORONTO AT XL58. THE WX IN TORONTO WAS POOR -- SNOW MIXED WITH FREEZING RAIN AND TEMPS IN THE 20'S. IT WAS QUITE OBVIOUS WE WOULD NEED TO DEICE. AFTER ALL PAX DEPLANED, THE STATION ADVISED US THAT THERE WERE NO OUTBOUND PAX SCHEDULED ON FLT ABCE BACK TO CVG. WE PUSHED FROM THE GATE AT XM15 AND IMMEDIATELY GOT IN LINE TO DEICE. WHILE TAXIING OUT, ANOTHER ACFT CREW TIMED OUT AND RETURNED TO THE GATE. INITIALLY, THERE WAS SOME CONFUSION IN OPS OVER WHICH PLANE WAS RETURNING, BUT IT WAS CLARIFIED. SOME TIME LATER, YYZ GND NOTIFIED US TO 'CALL OUR COMPANY.' WE CALLED OPS AND GOT A REPLY AFTER SEVERAL TRIES. THEY SAID THEY 'HAD NOTING FOR US' AND, IN MY OPINION, SOUNDED CONFUSED. ONLY LATER DID I FIND OUT THAT SYS CTL IN CVG HAD CALLED TORONTO OPS AT THAT TIME TO TELL OPS TO ORDER US BACK TO THE GATE. (WE DID HEAR OPS TRY TO CALL US A LITTLE LATER -- LITERALLY AS THE WHEELS LIFTED OFF ON TKOF. OBVIOUSLY, WE DID NOT ANSWER DUE TO STERILE COCKPIT.) THE CAPT AND I DISCUSSED THE NEED TO DEPART BY XA55 TO BE IN CVG BY XC00. WE DEPARTED AT XA55 AND ARRIVED IN CVG AT XB55, ENTERING THE GATE AT XC05. THE FATAL ERROR OCCURRED IN NOT ACCOUNTING FOR THE 20 NM DEBRIEF PERIOD, CAUSING MY DUTY DAY TO BE 16 HRS 25 MINS. BECAUSE WE HAD NO PAX, I MENTALLY CONSIDERED THIS A REPOSITIONING FLT, EVEN THOUGH IT WAS OPERATED UNDER FAR PART 121. THE PRIMARY REASON I FAILED TO CONSIDER TAXI IN AND DEBRIEF AND CONSIDER MY MAX 16 HR DUTY DAY IS THE SIMPLE FACT THAT I WAS NOT AT ALL TIRED.
