Narrative:

My first trip in and out of the washington ADIZ was to leesburg executive airport. While preparing to depart, I contacted potomac clearance delivery to get an assigned beacon code, approval to depart and enter the washington ADIZ, and frequency to contact potomac approach once we were in the air. We departed leesburg and made a left turn toward the westminister VOR. As we climbed out, I switched frequencys from the leesburg CTAF to the assigned potomac approach frequency. I reported in that we were with them out of leesburg climbing through 1400 ft MSL. Potomac approach replied to maintain 1400 ft. I looked at the altimeter and was already at 1600 ft MSL. I immediately stopped the climb and started descending for 1400 ft MSL. Within moments, potomac approach asked me my altitude. I honestly replied that I was at 1600 ft, descending to 1400 ft. The controller responded that I was not cleared into the class B airspace and to descend immediately below 1500 ft. Our altitude was of particular concern because it became immediately obvious that the dulles arrs were coming in perpendicular to our northerly course and looked to be at about 2000 ft MSL, very near our current position. As I discussed the situation afterward with my passenger (also a pilot), we agreed that I had not understood the ADIZ clearly correctly. I assumed we had received an ATC clearance to enter class B airspace when we had received the ADIZ clearance to depart with an assigned beacon code from the pertinent class B approach control. It appears that the ADIZ clearance (and the entire ADIZ procedure) is essentially independent of the ATC clearance (and the normal ATC procedures).

Title: A FIRST TIME USER OF THE DC ADIZ CLBS INTO THE WASHINGTON CLASS B AIRSPACE WITHOUT CLRNC.

Narrative: MY FIRST TRIP IN AND OUT OF THE WASHINGTON ADIZ WAS TO LEESBURG EXECUTIVE ARPT. I RPTED IN THAT WE WERE WITH THEM OUT OF LEESBURG CLBING THROUGH 1400 FT MSL. POTOMAC APCH REPLIED TO MAINTAIN 1400 FT. I LOOKED AT THE ALTIMETER AND WAS ALREADY AT 1600 FT MSL. I IMMEDIATELY STOPPED THE CLB AND STARTED DSNDING FOR 1400 FT MSL. WITHIN MOMENTS, POTOMAC APCH ASKED ME MY ALT. I HONESTLY REPLIED THAT I WAS AT 1600 FT, DSNDING TO 1400 FT. THE CTLR RESPONDED THAT I WAS NOT CLRED INTO THE CLASS B AIRSPACE AND TO DSND IMMEDIATELY BELOW 1500 FT. OUR ALT WAS OF PARTICULAR CONCERN BECAUSE IT BECAME IMMEDIATELY OBVIOUS THAT THE DULLES ARRS WERE COMING IN PERPENDICULAR TO OUR NORTHERLY COURSE AND LOOKED TO BE AT ABOUT 2000 FT MSL, VERY NEAR OUR CURRENT POS. AS I DISCUSSED THE SIT AFTERWARD WITH MY PAX (ALSO A PLT), WE AGREED THAT I HAD NOT UNDERSTOOD THE ADIZ CLRLY CORRECTLY. I ASSUMED WE HAD RECEIVED AN ATC CLRNC TO ENTER CLASS B AIRSPACE WHEN WE HAD RECEIVED THE ADIZ CLRNC TO DEPART WITH AN ASSIGNED BEACON CODE FROM THE PERTINENT CLASS B APCH CTL. IT APPEARS THAT THE ADIZ CLRNC (AND THE ENTIRE ADIZ PROC) IS ESSENTIALLY INDEPENDENT OF THE ATC CLRNC (AND THE NORMAL ATC PROCS).
