Narrative:
On 04/mon/03, I was flying from LOM to calverton, ny. I purchased a new VFR ny chart and decided to proceed. I have done this flight 4 times in the last 2 years. Normally, I would get flight followings. This day was so clear I decided just to monitor philadelphia and then ny center. I took off from LOM approximately XA00 hours on 04/mon/03, flying GPS approximately 090 heading across PA and then nj over the water about 15 miles off shore at 1100 ft. Once in ny area, approximately 15 mins, I noticed a small jet getting close to me. At first I thought they were taking pictures. As they got closer I realized I must be in class B airspace by mistake. I believe it was a citation. The next thing I noticed was the co-pilot putting a paper to the right side window. I could not read it. At this point, I just kept flying my present heading. I wanted to get closer to read the paper, but I did not want to turn towards the citation thinking I might give the wrong impression. A couple of minutes later the citation came closer. I believe the window frame was blocking the last two numbers. A min or so later I could see 121 so I kept trying to call 121.0, 121.1, etc. When I got to 121.5 I had communication with the citation. At that point, they identified themselves as homeland security and instructed me to land in isp. At that point, they turned away. I turned the heading they directed me to and programmed isp in my GPS. While I put the information in my GPS, I made a 360 degree turn. I just had new garmen unit put in my aircraft 3 months ago so it took me a little more time than usual because I wanted to make sure I had everything ok in my radio. At that time, the citation gave me isp approach control so I proceeded to land in isp. I was directed where to go on the ramp and was told to wait for customs. Approximately 5 mins later customs showed up and did a full search of my aircraft and belongings. They told me of my error and asked me why. They also checked out all of my paperwork. I told them my flight route and destination. They asked me if I filed a flight plan, listed to ATIS or received NOTAMS. I said I did not. After checking everything, they gave me the number to the FAA and directed me to call as soon as possible. I called the number and explained my error and gave my information. At that time, the FAA released me to continue. I had to file a VFR flight plan to return to LOM which I did. I rarely fly without flight followings, and I also know I was wrong not getting the NOTAMS. I am truly sorry! I always try not to bother the large airport radar crew and ctrs because I feel small VFR pilots are a bother to them.

Title: PA32 PLT WAS INTERCEPTED BY A HOMELAND SECURITY CESSNA CITATION BUSINESS JET FOR PENETRATION OF NY ADIZ AIRSPACE.
Narrative: ON 04/MON/03, I WAS FLYING FROM LOM TO CALVERTON, NY. I PURCHASED A NEW VFR NY CHART AND DECIDED TO PROCEED. I HAVE DONE THIS FLT 4 TIMES IN THE LAST 2 YEARS. NORMALLY, I WOULD GET FLT FOLLOWINGS. THIS DAY WAS SO CLR I DECIDED JUST TO MONITOR PHILADELPHIA AND THEN NY CENTER. I TOOK OFF FROM LOM APPROX XA00 HOURS ON 04/MON/03, FLYING GPS APPROX 090 HDG ACROSS PA AND THEN NJ OVER THE WATER ABOUT 15 MILES OFF SHORE AT 1100 FT. ONCE IN NY AREA, APPROX 15 MINS, I NOTICED A SMALL JET GETTING CLOSE TO ME. AT FIRST I THOUGHT THEY WERE TAKING PICTURES. AS THEY GOT CLOSER I REALIZED I MUST BE IN CLASS B AIRSPACE BY MISTAKE. I BELIEVE IT WAS A CITATION. THE NEXT THING I NOTICED WAS THE CO-PLT PUTTING A PAPER TO THE R SIDE WINDOW. I COULD NOT READ IT. AT THIS POINT, I JUST KEPT FLYING MY PRESENT HDG. I WANTED TO GET CLOSER TO READ THE PAPER, BUT I DID NOT WANT TO TURN TOWARDS THE CITATION THINKING I MIGHT GIVE THE WRONG IMPRESSION. A COUPLE OF MINUTES LATER THE CITATION CAME CLOSER. I BELIEVE THE WINDOW FRAME WAS BLOCKING THE LAST TWO NUMBERS. A MIN OR SO LATER I COULD SEE 121 SO I KEPT TRYING TO CALL 121.0, 121.1, ETC. WHEN I GOT TO 121.5 I HAD COM WITH THE CITATION. AT THAT POINT, THEY IDENTIFIED THEMSELVES AS HOMELAND SECURITY AND INSTRUCTED ME TO LAND IN ISP. AT THAT POINT, THEY TURNED AWAY. I TURNED THE HDG THEY DIRECTED ME TO AND PROGRAMMED ISP IN MY GPS. WHILE I PUT THE INFO IN MY GPS, I MADE A 360 DEG TURN. I JUST HAD NEW GARMEN UNIT PUT IN MY ACFT 3 MONTHS AGO SO IT TOOK ME A LITTLE MORE TIME THAN USUAL BECAUSE I WANTED TO MAKE SURE I HAD EVERYTHING OK IN MY RADIO. AT THAT TIME, THE CITATION GAVE ME ISP APCH CTL SO I PROCEEDED TO LAND IN ISP. I WAS DIRECTED WHERE TO GO ON THE RAMP AND WAS TOLD TO WAIT FOR CUSTOMS. APPROX 5 MINS LATER CUSTOMS SHOWED UP AND DID A FULL SEARCH OF MY ACFT AND BELONGINGS. THEY TOLD ME OF MY ERROR AND ASKED ME WHY. THEY ALSO CHKED OUT ALL OF MY PAPERWORK. I TOLD THEM MY FLT RTE AND DEST. THEY ASKED ME IF I FILED A FLT PLAN, LISTED TO ATIS OR RECEIVED NOTAMS. I SAID I DID NOT. AFTER CHKING EVERYTHING, THEY GAVE ME THE NUMBER TO THE FAA AND DIRECTED ME TO CALL ASAP. I CALLED THE NUMBER AND EXPLAINED MY ERROR AND GAVE MY INFO. AT THAT TIME, THE FAA RELEASED ME TO CONTINUE. I HAD TO FILE A VFR FLT PLAN TO RETURN TO LOM WHICH I DID. I RARELY FLY WITHOUT FLT FOLLOWINGS, AND I ALSO KNOW I WAS WRONG NOT GETTING THE NOTAMS. I AM TRULY SORRY! I ALWAYS TRY NOT TO BOTHER THE LARGE ARPT RADAR CREW AND CTRS BECAUSE I FEEL SMALL VFR PLTS ARE A BOTHER TO THEM.
