Narrative:
On 2/tue/2003, an MD80 responded to a TCAS resolution advisory 15 miles northeast of NAS north whiting airport, involving an aerobatic T-34, at 10000 ft MSL. In responding to this TCAS RA, the MD80 climbed out of pensacola TRACON's airspace at 10000, and into jacksonville center's airspace at 10500. Over the last several yrs, pensacola's TRACON controller's have made many complaints about the navy conducting aerobatic maneuvers in and around our arrival and departure gate, and V198/241, to no avail. The us navy response to the complaints is that they are operating outside of class C airspace and therefore have no requirement to restrict their activities nor to receive traffic advisories from ATC. My contention is that just because an operation is legal does not mean it is safe, to those conducting the operation, or to the flying public who may also be put at risk.

Title: P31 CTLR SPOKESMAN ALLEGES A P31 AIRSPACE DEV INTO ZJX BY AN MD80 DUE TO A TCAS MANEUVER CAUSED BY A NAVY T-34 AEROBATIC ACTIVITY.
Narrative: ON 2/TUE/2003, AN MD80 RESPONDED TO A TCAS RESOLUTION ADVISORY 15 MILES NE OF NAS N WHITING ARPT, INVOLVING AN AEROBATIC T-34, AT 10000 FT MSL. IN RESPONDING TO THIS TCAS RA, THE MD80 CLBED OUT OF PENSACOLA TRACON'S AIRSPACE AT 10000, AND INTO JACKSONVILLE CENTER'S AIRSPACE AT 10500. OVER THE LAST SEVERAL YRS, PENSACOLA'S TRACON CTLR'S HAVE MADE MANY COMPLAINTS ABOUT THE NAVY CONDUCTING AEROBATIC MANEUVERS IN AND AROUND OUR ARR AND DEP GATE, AND V198/241, TO NO AVAIL.
