Narrative:
I picked up my plane from annual inspection at 3md0 (6 mile southeast of fdk). Upon departure in 6000 ft VFR conditions, headed northeast (clear of fdk traffic) to check out the plane. After verifying ok, headed east and called pct approach to pick up previously filed flight plan for return to home base eme. Began circling northwest of visual check barnes field (MD47) which is 22 balance 306R, on the edge of the ADIZ. I reported position as 23DME west of balance, 2000 ft, with flight plan on file. Pct told me I was not in their area, and gave me another frequency. I reported same position to new controller, who also told me I was not in his area, and sent me back to the original frequency. The first controller then found my flight plan, gave me a squawk code, and cleared me into the class B direct eme. About 10 mins late, the controller gave me a telephone number and asked me to call. On the ground, I called and was told I had entered the ADIZ without a code, and would be written up. I know this area and the ADIZ procedures well, and at no time thought I had violated the ADIZ. It is possible, however, that while circling, checking out the plane, and switching frequency, that I might have inadvertently circled through the edge of the ADIZ. Lessons: give more spatial clearance from the ADIZ, and devote more attention to position awareness when near controled airspace.

Title: AIRSPACE INCURSION WHEN AN M20K PVT PLT ENTERS THE DC ADIZ AT 2000 FT 20 NM NW OF THE BAL VOR, MD.

PCT TOLD ME I WAS NOT IN THEIR AREA, AND GAVE ME ANOTHER FREQ. I RPTED SAME POSITION TO NEW CTLR, WHO ALSO TOLD ME I WAS NOT IN HIS AREA, AND SENT ME BACK TO THE ORIGINAL FREQ.
