Narrative:
Climbing out of phx on silow 1 departure, both pilots heard ATC clear us 'direct to inw, climb and maintain FL290.' first officer set FL290 in MCP and stated 'FL290.' captain confirmed 'FL290.' passing approximately FL274, we received a TCASII TA for an aircraft 400 ft above us and about 3 mi at 11 O'clock position. ATC asked us to confirm FL270. Captain stated to ATC that we were climbing to FL290. ATC then gave us a turn to the right. First officer started a descent to FL270. ATC stated that we were cleared only to FL270, and that we read back FL270. We saw aircraft pass off the left approximately 2 mi away. ATC said to continue to climb to FL290, and cleared us back direct inw.

ATC THEN GAVE US A TURN TO THE R. FO STARTED A DSCNT TO FL270. ATC STATED THAT WE WERE CLRED ONLY TO FL270, AND THAT WE READ BACK FL270. WE SAW ACFT PASS OFF THE L APPROX 2 MI AWAY. ATC SAID TO CONTINUE TO CLB TO FL290, AND CLRED US BACK DIRECT INW.
