Narrative:
After departing destin, fl, and contacting eglin departure, the controller demanded to know why we did not call him while we were on the ground. Then went on to inform us that our clearance required that we contact him before we took off. I did not argue with him at the time, but no it did not. At the time, we (the crew) were dealing with rain and a set of our instrument lights decided to fail while I was copying the clearance, but I find it hard to believe that both of us failed to hear at least part of a clearance to 'contact departure on, and a frequency.' also, I read back the clearance that I received, and clearance delivery did not correct me.

Title: A CPR TURBOPROP FLT CREW ENTERS THE FAR PART 93 MOA FOR EGLIN AFB, FAILING TO GET ENTRY CLRNC PRIOR TO DEPARTING DTW, FL.
Narrative: AFTER DEPARTING DESTIN, FL, AND CONTACTING EGLIN DEP, THE CTLR DEMANDED TO KNOW WHY WE DID NOT CALL HIM WHILE WE WERE ON THE GND. THEN WENT ON TO INFORM US THAT OUR CLRNC REQUIRED THAT WE CONTACT HIM BEFORE WE TOOK OFF. I DID NOT ARGUE WITH HIM AT THE TIME, BUT NO IT DID NOT. AT THE TIME, WE (THE CREW) WERE DEALING WITH RAIN AND A SET OF OUR INST LIGHTS DECIDED TO FAIL WHILE I WAS COPYING THE CLRNC, BUT I FIND IT HARD TO BELIEVE THAT BOTH OF US FAILED TO HEAR AT LEAST PART OF A CLRNC TO 'CONTACT DEP ON, AND A FREQ.' ALSO, I READ BACK THE CLRNC THAT I RECEIVED, AND CLRNC DELIVERY DID NOT CORRECT ME.
